This is an old sign. I used to have it posted as part of my "shirt" page.
I can't remember the last time I saw anybody actually use this sign to mean "blouse."

The sign for "blouse" is made by placing your right hand in front of your chest, palm down and somewhat back. The side of your index finger touching your chest.. Move your hand down to your waist in an arc ending with your little finger touching your lower belly.

Here is a two handed variation of BLOUSE:
